Please see update below regarding update to the EU PIC (Prior Informed Consent) regulation, which has been update to reflect the inclusion of Dechlorane Plus and UV328 in the Stockholm convention on Persistent Organic Pollutants.

The inclusion impacts notification requirements for imports and exports from the EU containing these substances. As the UK is also a signatory to the Rotterdam convention, I would expect similar action to be taken under UK PIC Regulation. As the UK is not longer part of the EU, imports and exports from the UK will be in scope, including to and from the EU.

With this email, we would like to inform you of an Have Your Say consultation launched yesterday by the European Commission on a draft delegated regulation amending EU Regulation No 649/2012 on the export and import of hazardous chemicals.

Background:

Regulation (EU) No 649/2012 regulates the export and import of hazardous chemicals, implementing the Rotterdam Convention, an international treaty designed to promote shared responsibilities in the international trade of certain hazardous chemicals. In accordance with Article 23(1) of that Regulation, the Commission is required to review, at least annually, the list of chemicals in Annex I, taking into account changes in Union legislation and obligations arising under the Rotterdam Convention.

The proposed delegated act updates the lists of chemicals in Annexes I and V to Regulation (EU) No 649/2012. In particular, we would like to flag the inclusion of UV-328 and Dechlorane Plus in Annexes I and V, as a consequence to their listing under the Stockholm Convention.
