HSE has received several applications for authorisation for the following substances/uses and has announced public consultations for each of these applications. Details can be viewed below:

Article 64 in the UK REACH Regulation makes provisions for HSE to obtain and use additional information on possible alternatives or technologies as part of the opinion forming process. Any third parties with an interest in these applications are strongly encouraged to share any relevant information.
Scientific and technical information on possible alternatives or technologies should be submitted directly to HSE using the commenting webform and templates by 22 September 2023. Non-confidential comments will be published on HSE’s website. Details of the adopted opinions, granted UK REACH authorisations and in-progress applications can be found on the HSE website.

- Authorisation decisions: The Secretary of State for the Department for Environment, Food and Rural Affairs (Defra), with the consent of Scottish and Welsh Ministers, has made a decision on two applications for authorisation for the time-limited use of substances of very high concern (SVHC) under UK REACH.
The Defra Secretary of State has granted authorisations to:
- Abbott Laboratories Ltd for the use of 4-(1,1,3,3-tetramethylbutyl) phenol, ethoxylated (‘4-tert-OPnEO’) as a surfactant in the final use of ‘in-vitro’ Diagnostic Devices (IVDs) for clinical testing in ARCHITECT, Alinity and ABBOTT PRISM automated analyser systems; and
- IDEXX Laboratories Ltd for the use of 4-(1,1,3,3-Tetramethylbutyl)phenol, ethoxylated (4-tert-OPnEO) and use of 4-Nonylphenol, branched and linear, ethoxylated (4-NPnEO) in in-vitro diagnostic veterinary products (SNAP tests and ELISA Plate tests) as an ingredient in the wash solutions, sample diluents, control solutions, conjugate solutions, SNAP wash solutions, tissue soaking buffers and detection solutions.
Applications for authorisation received by the HSE, and the opinions on these, are included in the HSE database of applications granted and in progress.

Live online workshop delivered by HSE: Dermal absorption and the EFSA 2017 guidance for plant protection and biocidal products (18 October 2023 – 19 October 2023)
This workshop will be delivered over two online sessions and will present and explain the European Food Safety Authority (EFSA) 2017 guidance on dermal absorption, which replaced the previous EFSA guidance document (2012). It will address dermal absorption issues for both plant protection products and biocidal products.
Who should attend?
The workshop is aimed at technical and registration specialists involved in the design of dermal absorption studies and in the preparation and submission to CRD of plant protection and biocidal product applications for authorisation
