Persistent Organic Pollutants (POPs)
- Call for Comments on Draft Risk Management Evaluation for Persistent Organic Pollutants
The Department for Environment, Food and Rural Affairs (Defra) are inviting stakeholders to provide comments on the Risk Management Evaluation (RME) for chlorpyrifos, a proposed POP ahead of a meeting of the POPs Review Committee (POPRC).
The UK is a party to the Stockholm Convention on POPs, which are substances that persist in the environment, accumulate in living organisms, pose a risk to our health and the environment and have the potential for long range transport across international borders.
Chlorpyrifos is an insecticide which is no longer registered for use in the UK.
The RME provides information on the socio and economic impacts of any control measures under consideration for this substance.
Comments are therefore invited on alternatives, impacts on society, efficiency and efficacy of proposed control measures, costs and waste disposal.

Apply for active substance renewal by the deadlines to keep products on the NI market
Under the EU BPR, active substance approvals will expire unless a renewal application is submitted to the European Chemicals Agency (ECHA) at least 550 days before their expiry date.
The 550-day deadlines are coming up for the following active substance/product type combinations under EU BPR. This affects NI:
- 4,5-dichloro-2-octylisothiazol-3(2H)-one (4,5-Dichloro-2-octyl-2H-isothiazol-3-one (DCOIT)) (CAS 64359-81-5 EC 264-843-8) in product type 21 (deadline: 29 June 2024)
- Bis(1-hydroxy-1H-pyridine-2-thionato-O,S)copper (Copper pyrithione) (CAS 14915-37-8 EC 238-984-0) in product type 21 (deadline: 29 June 2024)
- Copper flakes (coated with aliphatic acids) (CAS 7440-50-8 EC 231-159-6) in product type 21 (deadline: 29 June 2024)
- Copper thiocyanate (CAS 1111-67-7 EC 214-183-1) in product type 21 (deadline: 29 June 2024)

Any person, company or task force/consortium can support an active substance/product type combination for renewal – it doesn’t have to be the original supporter.
Check the EU Article 95 List to see who the original supporters were.
If any of these active substance/product type combinations are important to you, consider contacting your supplier to let them know. If a renewal application is not submitted for the above active substance/product type combinations under EU BPR, the approvals will expire. This means the active substances will no longer be able to be used in biocidal products of the relevant product types in NI. In addition articles treated with such products will no longer be able to be placed on the market in NI.

Invitation to notify following successful declaration of interest to notify
ECHA has announced an opportunity for a person, company or task force/consortium to notify the following active substance/product type combination to be included in the EU Review Programme. This affects NI.
Anyone wishing to notify the active substance/product type combination listed below to be included in the EU Review Programme will need to notify ECHA by the following deadline:
- Capsicum oleoresin expeller pressed (CAS n/a EC n/a) in product type 19 (deadline: 21 August 2024)
If a notification for the active substance is not received, this active substance/product type combination will not be included in the EU Review Programme. Biocidal products containing this active substance cannot currently be placed on the NI market.
