HSE chemicals legislative reform
In line with the government’s programme of ‘Smarter Regulation’, HSE is exploring opportunities to use powers in the Retained EU Law (Revocation and Reform) Act 2023 to reform its chemicals supply regulations:
- GB Classification, Labelling and Packaging of substances and mixtures (GB CLP)
- GB Biocidal Products Regulation (GB BPR)
- GB Prior Informed Consent for the export and import of certain hazardous chemicals (GB PIC)
The powers in the Retained EU Law (Revocation and Reform) Act 2023 expire in June 2026, so any changes need to be made by then.
Find out more on the HSE website. This information will be updated as work on legislative reform develops.

Alternative Transitional Registrational model (ATRm) public consultation
The Department for Environment, Food and Rural Affairs (Defra) is consulting on proposals to introduce an ATRm for UK REACH along with proposals to improve the current UK REACH regime inherited from the EU.
This public consultation outlines proposals to introduce the ATRm, which aims to reduce the estimated £2 billion costs the GB chemical industry might have faced under the transition from EU REACH to UK REACH.
Defra’s consultation also outlines UK REACH Improvement policy proposals, which are intended to increase regulatory efficiency and further support the principal of animal testing as a last resort.
Further information can be found on the Defra website.
The deadline for receiving comments is 11 July 2024.
Responses to the consultation can be provided in one of the following ways:
- online: using the link above (this is the preferred method)
- by email to: ATRmConsultation@defra.gov.uk
