REACH
- HSE publishes UK REACH Report (2022/23) and Work Programme (2023/24)
UK REACH requires HSE, supported by the Environment Agency, to provide an annual report and programme of work for UK REACH operational activities.
HSE has published the UK REACH Report, which outlines the relevant activities up to the end of the 2022/2023 Work Programme. HSE has also published the UK REACH Work Programme, which describes operational work planned for 2023/24.

ln the preparation of the UK REACH Work Programme, Defra, the Welsh and Scottish governments work closely with HSE and the Environment Agency to prioritise issues for regulatory action under UK REACH.
To complement the publication of the Work Programme, Defra has published the rationale used for identifying particular substances for potential regulatory action under UK REACH in 2023/24.

- EU active substance non-approval decision
Biocidal products must be phased off the NI market
Following evaluation under the EU BPR, a decision has been taken not to approve the following active substance/product type combination. This will affect NI:
Biocidal products containing this active substance in the relevant product type can no longer be:
- supplied in NI after 6 February 2025; or
- used in NI after 6 August 2025
You must manage your stocks of the affected products to ensure they are removed from the NI supply chain by 6 February 2025.
New treated articles containing this active substance in the relevant product type cannot enter the supply chain or be imported into NI after 4 August 2024. Treated articles that have entered NI supply chains before this date can continue to be supplied and used.

Any affected NI product approvals under the Control of Pesticides Regulations (COPR) will be revoked in line with the above dates.

- GB active substance expiry dates postponed
A decision has been taken to postpone the active substance expiry dates for all biocidal active substance/product type combinations which expire between 1 January 2024 – 31 December 2026, until 31 January 2027
This decision has been taken because, for reasons beyond the control of the applicant, the approvals are likely to expire before a decision could be taken on their renewal under GB BPR. The postponements will also give time for potential reforms to GB BPR to be considered. HSE plans to publish further information on this area of work in the near future.
The decision will impact up to 110 active substance/product type combinations. The expiry date postponements are subject to a timely renewal application being submitted and accepted.
To date 46 active substance/product type combinations detailed on our webpage have met these requirements and the expiry dates are postponed until 31 January 2027.
If you want to supply new biocidal products containing these active substances, you can still apply for GB BPR product authorisation. New products (including new trade names) must not be supplied in GB until product authorisation is granted.
HSE will provide separate updates on future expiry date postponements captured within this overall decision when relevant.
