Article 64 in the UK REACH Regulation makes provisions for HSE to obtain and use additional information on possible alternatives or technologies as part of the opinion forming process.
HSE has announced public consultations for each of these applications. Details can be viewed at the links above.

Scientific and technical information on possible alternatives or technologies should be submitted directly to HSE using the commenting webform and templates by 1 January 2024.
Non-confidential comments will be published on HSE’s website. Details of the adopted opinions, granted UK REACH authorisations and in-progress applications can be found on the HSE website.

Classification Labelling and Packaging (CLP)

ECHA public consultation: call for comments (Deadline: 15 December 2023)
The Great Britain Mandatory Classification and Labelling (GB MCL) process includes the consideration of information gathered from public consultations, conducted by HSE or international bodies such as the European Chemicals Agency (ECHA).
ECHA has announced a public consultation on the following proposal for harmonised classification and labelling (CLH):
- 2-pyrrolidone; pyrrolidin-2-one (EC 210-483-1; CAS: 616-45-5). Chemical registered under REACH. Health hazard class open for commenting.

UK-based businesses with an interest in the proposal are strongly encouraged to share any relevant information. Scientific and technical information should be submitted directly to ECHA using their commenting webform by 15 December 2023. Comments will be published on ECHA’s website.

Under the GB CLP Regulation, HSE will consider all published opinions of the Committee of Risk Assessment of ECHA (RAC) before publishing its own Agency Technical Reports and Agency Opinions, so any information you provide will be important in any final GB MCL decision.

ECHA ad hoc targeted public consultations: call for comments (Deadline: 21 November 2023)
The Great Britain Mandatory Classification and Labelling (GB MCL) process includes the consideration of information gathered from public consultations, conducted by HSE or international bodies such as the European Chemicals Agency (ECHA).
ECHA has announced targeted consultations on the harmonised classification and labelling (CLH) of:
- lithium carbonate [1] lithium chloride [2] lithium hydroxide [3] (EC 209-062-5 [1]; 231-212-3 [2]; 215-183-4 [3]); CAS 554-13-2[1] 7447-41-8 [2] 1310-65-2 [3]), chemicals registered under REACH
- methyl methacrylate; methyl 2-methylprop-2-enoate; methyl 2-methylpropenoate (EC 201-297-1; CAS 80-62-6), a chemical registered under REACH
These ad-hoc consultations seek comments on health hazard classes. The original ECHA public consultation on the lithium substances ended on the 2 October 2020 and for methyl methacrylate on the 5 July 2019.
