ECHA’s investigation finds toxic chemicals present in childcare products
We have found that substances causing cancer, genetic mutations or harming reproduction are present in childcare products, such as car seats, bibs and baby changing mats. Our investigation will help the European Commission to prepare an EU-wide restriction to limit these chemicals, with the aim of safeguarding children.
REACH
Enforcement Forum’s advice on enforceability of the proposed PFAS restriction
Our Enforcement Forum has published its advice on the enforceability of the proposed PFAS restriction prepared by five national authorities.
The Forum’s advice is an integral part of the REACH restriction process and it will be considered in the next steps of the process together with our committees’ opinions and the restriction report.
New pharmaceutical data added to IUCLID
We have published a IUCLID dataset for 528 approved pharmaceuticals, including results from animal studies and human data. The availability of this new data supports the development of alternatives to animal testing.
Commission decision on applications for authorisation
The European Commission has granted an authorisation for one use of chromium trioxide (EC 215-607-8, CAS 1333-82-0) to Volta Energy Solutions Hungary.

Consultation on harmonised classification and labelling
We are looking for comments on the harmonised classification and labelling (CLH) proposal for:
- cinmethylin (ISO); exo-(±)-1-methyl-4-(1-methylethyl)-2-[(2-methylphenyl)methoxy]-7-oxabicyclo[2.2.1]heptane; exo-(±)-1-methyl-2-(2-methylbenzyloxy)-4-isopropyl-7-oxabicyclo[2.2.1]heptane (EC 402-410-9, CAS 87818-31-3)
The proposal format combines the draft (renewal) assessment report prepared according to the Plant Protection Products Regulation and the proposal for CLH under the CLP regulation. For additional information, consult the European Commission’s Guidelines on Active Substances and Plant Protection Products. Corrigendum: Consultation announced on 2 November 2023
In last week’s edition, we announced a consultation on the proposal to harmonise classification and labelling of:
- N-1,3-dimethylbutyl-N’-phenyl-p-phenylenediamine (EC 212-344-0, CAS 793-24-8).
The text indicated Austria as the authority providing additional information on an acute toxicity study of 6PPD-Quinone in two salmon species during the consultation that ended on 1 September 2023. This information was, however, provided by another national authority.

- N-Didecyl-N-dipolyethoxyammonium borate/Didecylpolyoxethylammonium borate (Polymeric betaine) (EC -, CAS 214710-34-6) for uses in product-type 8

Consultation on derogation to the exclusion criteria
We are looking for comments on whether the conditions for derogation are met for:
- 2,2-dibromo-2-cyanoacetamide (DBNPA) (EC 233-539-7, CAS 10222-01-2) for product-type 6
Active substances that meet the exclusion criteria can only be approved or renewed if they meet one or more of the following derogation criteria:
- exposure is negligible;
- the active substance is essential to prevent a serious danger to human or animal health, or the environment; or
- not approving the substance would have a disproportionate negative impact on society when compared to the risks.
